From ISO STS to NISO STS: Building the Foundation for Modern Standards Publishing


When people think about digital transformation, they often focus on new technologies such as AI, cloud platforms or modern publishing systems. But long before any of these technologies can deliver value, there is a more fundamental requirement: structured, interoperable content.

For standards organizations, that foundation is NISO STS (Standards Tag Suite).

Today, STS is recognised as the industry standard for representing standards content in XML. It enables organisations to exchange content between systems, preserve information over the long term, publish across multiple channels and, increasingly, prepare content for AI-driven applications. But STS didn't appear overnight. It evolved from a very practical business challenge faced by the International Organization for Standardization (ISO).

The challenge

Back in 2011, ISO embarked on one of the largest publishing transformation programmes ever undertaken within the standards community.

The objectives were ambitious:

  • create a single XML repository for all published standards;
  • improve speed to market for new publications and national adoptions;
  • broaden digital access to standards;
  • reduce duplicated production costs; and
  • modernise publishing workflows across the organisation.

The scale of the challenge was enormous. More than 25,000 standards, representing approximately 750,000 pages in multiple languages, needed to be converted from legacy Word documents, PDFs and even scanned documents into structured XML within just two years.

Existing XML vocabularies met many publishing requirements, but none fully reflected the unique structure of standards documents. Normative references, terms and definitions, clauses, annexes, formulas, figures and standards-specific metadata all required specialised handling.

The birth of ISO STS

Rather than inventing a completely new XML vocabulary, ISO made an important architectural decision.

The project adopted JATS (Journal Article Tag Suite) as its foundation and extended it to represent the additional structures required by standards publications. The result became known as the ISO Standards Tag Set (ISO STS).

This proved to be a significant decision.

By building upon an established publishing standard rather than creating an entirely proprietary schema, ISO ensured that standards publishing could benefit from the broader XML publishing ecosystem while still representing the complexities unique to standards documents.

From ISO STS to an international standard

As ISO STS gained adoption, it became clear that the wider standards community would benefit from an open, vendor-neutral standard rather than an XML model associated with a single organisation.

This led to the work within NISO to create the Standards Tag Suite (STS).

The resulting NISO STS standard was deliberately designed to remain fully compatible with ISO STS while becoming the common XML language for standards publishers around the world. In fact, the first edition of NISO STS was based directly on ISO STS and remained backwards compatible with it.

Today, NISO STS provides a common XML framework that enables standards bodies, publishers, software vendors and archives to exchange both content and metadata consistently and reliably.

Why STS matters today

The importance of STS extends well beyond XML.

TA standards document represented in valid STS becomes:

  • independent of any particular publishing platform;
  • easier to exchange between organisations and suppliers;
  • suitable for multi-channel publishing (PDF, HTML, EPUB and beyond);
  • easier to maintain throughout its lifecycle; and
  • far better positioned for future digital services.

Perhaps most importantly, STS provides organisations with ownership of their content rather than tying it to proprietary production systems.

STS and AI

As AI becomes increasingly embedded within publishing workflows, the value of structured content becomes even more apparent.

Large language models and intelligent automation deliver significantly better results when working with well-structured, semantically rich XML rather than unstructured Word documents or PDFs.

Because STS explicitly identifies document structures, metadata, terminology, references, formulas, tables and relationships, it creates an ideal foundation for:

  • intelligent metadata extraction;
  • semantic search;
  • automated knowledge graphs;
  • standards-to-regulation mapping;
  • intelligent content reuse;
  • and future AI-powered editorial assistance.

In other words, STS doesn't simply support publishing—it enables the next generation of digital publishing.
